Observatory Participates in “Checkerboard III” Interdepartmental Exercise Based on the Contingency Plan for Daya Bay

Chan Siu-wai

A large-scale interdepartmental exercise codenamed “Checkerboard III”, based on the Daya Bay Contingency Plan (DBCP), was conducted on 12 January 2023, to test and enhance the preparedness and knowledge of personnel who might deal with an emergency at the Daya Bay Nuclear Power Station that may affect Hong Kong.

Observatory staff actively participated in the exercise, utilising professional knowledge, advanced radiation monitoring instruments, and a system for assessing the consequences in the event of a nuclear accident, to support government frontline departments in implementing emergency actions related to the exercise. They also participated in a mock press conference with representatives of other departments, as if updating the public regarding the latest situation with an accident.

In addition, Scientific Officer Dr Chan Siu-wai was seconded to the Security Bureau in August last year, to participate in preparations for the exercise, and worked with other members of the exercise management team.
