Weather Condition at the sea area south of Stanley around noon time

There was water-sport accident over the sea area south of Stanley towards noon time today. The Hong Kong Observatory received several enquiries from the media regarding the weather situation, and would like provide the following information on the weather condition between 11 a.m. and noon around that area:

Moderate southwesterly winds, cloudy with occasional rain, but rain was not heavy. No lightning was detected.
