This is a correct decision as the combined effects of the tropical cyclone and the northeast monsoon posed a threat of gales to Hong Kong and gales have been recorded in Hong Kong even if it was not a typhoon and it was a rather long distance from Hong Kong. As a result, it matches the definition of the tropical cyclone warning signal number 8.

It is appreciated that the safety of all residents was protected at that time and the tropical cyclone warning signal was issued in accordance with the actual situation (e.g. gales and hurricane-force winds) rather than only concentrating on the distance and the intensity of the tropical cyclone.
