Letter of Commendation
Mr Li Wai-ching, Chief Scientific Assistant(F)21
Mr Choi Lap-man, Senior Scientific Assistant(F)22

These two officers were commended for their devotion and efforts in daily maintenance and operation of the World Weather Information Service (WWIS) website. The website has won a top international trophy, the prestigious Stockholm Challenge Award 2008.
   
Mr Kwok Yiu-keung, Project Manager(F)21

Mr Kwok was commended for his devotion and efforts in completing the Meteorological Information Dissemination System-2 (MINDS-2) project successfully. The project has derived an important tool for the CFO to effectively prepare the forecasts and warnings, and also disseminate these data to all downstream users without delay.
   
Mr Suk Ka-fai, Programmer(F)21

Mr Suk was commended for his great involvement in the Weather Wizard gadget in 2008. He helped a lot in developing and launching the Weather Wizard gadget within a couple of months this year. The new service was very popular.
   
Mr Chan Man-choi, Programmer(F)22

Mr Chan was commended for his great involvement in the Hong Kong Observatory Special Website for the Equestrian EvenT (SWEET). The SWEET has successfully provided latest weather information to the event organizers and spectators during the entire event period.
   
Mr Suen Man-kit, Programmer(F)41

Mr Suen was commended for his great involvement in developing an interactive system to support the Equestrian weather forecast. The Hong Kong Equestrian Event was a great success. And his dedication in developing the interactive system to support the weather forecast during the event contributed to part of its success. Moreover, he always took the initiative in helping the Equestrian weather forecasters to handle emergency incidents.
   

Mr Ma Lap-yin, Scientific Assistant(D)41

Mr Ma was commended for his continuous outstanding performance. During his work in the Service Promotion and E-government Section, he always worked cautiously and maintained a very proactive working attitude. He treated people with great courtesy and kept a good relationship with the members of the "Friends of the Observatory".

Ms Yeung Pui-yi, Senior Scientific Assistant(R)21

These two officers were commended for their devotion and effort in organizing the "Science in the Public Service" (SIPS) campaign. The SIPS campaign has launched various activities with other departments, bureaux and organizations in this year. Their team has arranged these activities, including the student project competition on 'Climate Change' as well as the year-end Fun Fair at the Victoria Park, practically and single-handedly. All activities were very well received by the public.

These three officers were commended for their devotion and effort in developing the location-specific lightning alert service. The location-specific lightning alert service launched by the Observatory this May has been well received by the public and various sectors in society, especially those who often organise outdoor activities. Their team's achievement has upgraded the professional image of the Observatory.

Miss Li Yuet-sim, Scientific Officer(F)42

These three officers were commended for their devotion and effort in providing the round-the-clock forecasting service for the Olympic and Paralympic Equestrian Events in Hong Kong. Besides making regular weather forecasts for the competition venues, they also kept close contacts with the Equestrian Company and the veterinary representative of the International Equestrian Federation (FEI) through a dedicated telephone line to assist the Equestrian Company to set the event schedules and make venue arrangements. After the Events, the Observatory received much praise from relevant organizations such as the Equestrian Company, the veterinary representative of the FEI, etc.

Mr Lau Dick-shun, Experimental Officer(D)21

These two officers were commended for their devotion and effort in developing the Airport Thunderstorm and Lightning Alerting Service (ATLAS). Their team has exercised great caution and professionalism on the design of ATLAS. The system is indeed one of the most sophisticated automatic lightning alert systems operating at airports in the world.

Miss Sin Wai-fun, Shirell, Research Assistant(R)31

These three officers were commended for their devotion and effort in developing the Hong Kong Community Weather Information Network (HK Co-WIN). Their team has been untiring in coordinating with the members to set up their own weather stations to better serve the community. The HK Co-WIN further served as a platform for the students to develop investigative studies on weather and environmental monitoring. Their team's contribution in developing the HK Co-WIN is very impressive.
   
Mr Lei Chi-lap, Jacky, Assistant Departmental Secretary

Mr Lei was commended for his meritorious performance in coordinating the transformer upgrading project in the Headquarters of the Observatory conducted on 13 December 2008. This was a very complicated exercise given the large number of parties involved and the many uncertainties over the power requirement of the HKO equipment. Due to his good preparation in the past three months and his commitment, the upgrading exercise was carried out smoothly to the satisfaction of all parties concerned.

Dr Pan was given a letter of appreciation for his devotion and efforts in assisting to reinstate the computer system of the Observatory after a power cut happened in September 2008.
