Since the early 1960's, HKO has participated in laboratory measurement programmes on environmental radiation monitoring organized by the International Atomic Energy Agency (IAEA). From time to time, HKO also participated in proficiency tests for laboratories organized by IAEA. Since the Fukushima nuclear accident in 2011, HKO officers have been actively involved in various activities organized by IAEA, notably provision of consultancy services and as rapporteur in expert meeting, on topics related to nuclear and radiological emergency preparedness and response. HKO was also granted reader access to the IAEA's Unified System for Information Exchange in Incidents and Emergencies (USIE), enabling the acquisition of information on nuclear/radiological events via official channel. In 2026, HKO officially joined IAEA’s Analytical Laboratories for the Measurement of Environmental Radioactivity (ALMERA) network, becoming China’s eighth member laboratory to join this network, marking international recognition of Hong Kong's technical competence in environmental radiation monitoring and emergency response.
