Observatory staff authored a recent publication of the World Meteorological Organization

Ms C C Lam, a Senior Scientific Officer of the Hong Kong Observatory, was the lead author of a recent publication of the World Meteorological Organization (WMO) entitled "Guidelines on Capacity Building Strategies in Public Weather Services".

The Guidelines provides essential information and knowledge to enable national meteorological and hydrological services (NMHSs) to develop the infrastructure and expertise necessary for the provision of the highest standard of public weather services (PWS) with the available resources and the contemporary state of science and technology. The Guidelines place emphasis on the areas that PWS can contribute to public safety and welfare. Consideration is also given to strategies for meeting the needs and requirements of users, narrowing the gap between their expectations and the service outcomes. They are particularly useful to NMHSs in developing countries.

Ms Lam worked on the Guidelines while she served as a consultant to the PWS Program of the WMO in February last year (2006). The work of the Observatory in PWS has gained international recognition, and its staff highly regarded by WMO. The Observatory will continue to enhance its weather services and contribute to the betterment of people's lives and well-being of the society.
