Founded in 1883, the Hong Kong Observatory began reporting time and providing weather reports to oceangoing vessels with the aim of ensuring public safety. With the launch of the aviation industry in the 1920s, the Observatory expanded its scope of work to upper air meteorological observation for supporting the aviation industry. In the 1960s, Hong Kong continued to progress with the development of new towns and large-scale infrastructure projects. To meet the needs of the city's growth, the Observatory began to provide different information of meteorological observation as a solid foundation for the feasibility studies of various projects. From the 1980s to the present, the Observatory has been keen on upgrading the accuracy of its weather forecasts and providing a wide range of weather information to cater for society's needs. To keep pace with an ever-changing society, the Observatory will continue to improve its meteorological monitoring and expanding the scope of its wide-ranging services. The history of the Hong Kong Observatory over the past 130 years mirrors the evolution of Hong Kong society at large.

The Hong Kong Observatory was established in 1883, early operations included meteorological observations, magnetic observations, a time service based on astronomical observations and a tropical cyclone warning service. More than a century has elapsed since the establishment of the Hong Kong Observatory. The department has evolved in pace with the increasing expectations and the modern day requirements of the Hong Kong community. From time to time advanced technologies were introduced in the development of its services.
