The second round of competency assessment for Aeronautical Meteorological Personnel was completed by the Hong Kong Observatory (HKO) in September 2013. In this round of competency assessment, sixteen Aeronautical Meteorological Forecasters and eight Aeronautical Meteorological Observers passed all the assessment tests and were assessed to be competent. Competency notifications have been issued to extend their qualification to October 2015.
Since the implementation of the ISO-certified Quality Management System by the HKO at its Airport Meteorological Office in 2002, all Aviation Forecasters have to meet prescribed standards. To further enhance aviation safety, the World Meteorological Organization (WMO) has introduced for worldwide adoption the competence standards for Aeronautical Meteorological Personnel (AMP) which was applicable since 1 December 2013. Based on the framework of the WMO Competency Assessment Toolkit, the HKO has implemented the Competency Assessment System for its AMP. The first competency assessment was held in late 2011, The assessment is required to be conducted biennially.
