Whenever a tropical cyclone affects Hong Kong, the Observatory issues Tropical Cyclone Warning Signals according to changes in local wind conditions to alert the public to the threat. However, local wind conditions are affected by many factors. What does the Observatory take into account when assessing and deciding which signal to issue?
