"Cool Met Stuff" : When will the Cold Weather Warning be in effect?

In Hong Kong, cold weather happens from time to time in winter. Besides taking air temperature into consideration, what other criteria are taken into account by the Observatory for the issuance of Cold Weather Warning? This episode of "Cool Met Stuff", created under the "Cool Met Stuff Creative Scheme" jointly organised by the Hong Kong Observatory and Hong Kong Design Institute, will explain in details.
