"Cool Met Stuff" : Does a closer distance of a tropical cyclone from Hong Kong always mean a greater threat?

Hong Kong could be affected by tropical cyclones every year. Generally speaking, if the tropical cyclone is stronger and closer to Hong Kong, its threat is also greater. But there are also some exceptions. The latest episode of "Cool Met Stuff" will elaborate the reasons.
