HKO and ATMB of CAAC Signed the Renewed Memorandum of Cooperation in Aviation Meteorological Services

The Hong Kong Observatory (HKO) and the Air Traffic Management Bureau (ATMB) of the Civil Aviation Administration of China (CAAC) signed the renewed the Memorandum of Cooperation on Long-Term Technical Cooperation in Aviation Meteorological Services on 10 December 2025 in Hong Kong. The renewed Memorandum was signed by Dr CHAN Pak-wai, Director of the HKO, and Dr ZHANG Zhongfeng, Director of the Aviation Meteorological Center of ATMB of CAAC, with Mr TSE Chin-wan, Secretary for Environment and Ecology of the Hong Kong Special Administrative Region Government, and Mr MIAO Xuan, Director-General of ATMB of CAAC, serving as witnesses.The original Memorandum of Cooperation, signed in 1999, laid the foundation for technical cooperation in aviation meteorology between the two parties. The renewed Memorandum deepens mutual cooperation across various areas of aviation meteorology, including meteorological communication and observation, hazardous weather alerting technology, personnel exchanges, and international engagement. Both parties will also enhance mutual support in delivering international training programs in aviation meteorology. Together, they aim to deepen their partnership under this renewed framework, enhancing regional aviation meteorological services and making significant contributions to aviation safety and the advancement of global aviation meteorological development.
