The Observatory and the Ministry of Water Resources and Meteorology of Cambodia signed an MOU to strengthen meteorological collaboration

The Hong Kong Observatory (HKO) and the Ministry of Water Resources and Meteorology (MOWRAM) of Cambodia signed a memorandum of understanding (MOU) on meteorological cooperation at the HKO Headquarters on 9 September 2025 to enhance collaboration and exchanges in meteorological science and technologies, covering weather forecasting, aeronautical meteorology and weather data exchange.  Both parties also attended the MOU Exchange Ceremony at the Tenth Belt and Road Summit held in Hong Kong on 10 September 2025.

The MOU was signed by the Director of the HKO, Dr. Chan Pak-wai, and the MOWRAM's Under Secretary of State, Dr. Oeurng Chantha. Miss Diane Wong Shuk-han, Under Secretary for Environment and Ecology of the HKSAR Government, witnessed the signing ceremony.

At the signing ceremony, Dr. Chan Pak-wai said, “The signing of the MOU will promote further collaboration between the two agencies in advancing meteorological science and technologies, and will contribute to the United Nations’ Early Warnings for All initiative, as well as the regional and global development of weather services in support of international civil air navigation.”

Dr. Oeurng Chantha mentioned, “With more meteorological collaboration facilitated by this MOU, such as data exchange between MOWRAM and HKO, and capacity building activities to be organised by HKO’s Meteorological Training Centre for Belt and Road Countries, I believe that our collaboration with HKO will be a fruitful one.”

A subsequent meeting, chaired by Miss Wong with representatives from the HKO, the Environmental Protection Department, and the Agriculture, Fisheries and Conservation Department, discussed areas of mutual interest with the MOWRAM delegation, including meteorological cooperation, beach water quality management and coastal sustainability.
