While Mangkhut brought about record-breaking storm surges (increase in water level caused by the storm), Hong Kong has yet to experience the worst of it. Should Mangkhut have not weakened upon crossing Luzon and have hit Hong Kong during the high tide of the day, the damage would surely be even more devastating.
